Police looking for missing man with 'diminished mental capacity'

Jolly has not been seen in more than a month.

FRANKLIN COUNTY, Mo. – Police in Franklin County are looking for a missing 43-year-old man police said suffers from 'diminished mental capacity' from a car crash several years ago.

Police said Michael A. Jolly left his home on the afternoon of March 2 and has not been seen since. Cell phone tower information placed him in Kentucky on March 12, but his phone has not been turned on since. Police said Jolly has no know associates in Kentucky.

Police said Jolly walks with a limp and has limited mobility in his right hand. He is about 5-foot-5 and 140 pounds with black hair and brown eyes. He has an M&M tattoo on his right arm.

His car was described as a 2007 Dodge Ram 1500 with Missouri plates 6GA907.
