Chicago, IL (CNN) -- The FBI has added an alleged murderer and rapist to its Ten Most Wanted Fugitives list.
Fidel Urbina is a former Chicago resident, accused of two brutal attacks against women.
"The top 10 program is a competitive based program all 56 field offices when somebody is vacated or apprehended or killed or the warrant is dismissed 56 field offices nominate people and there's a process at fbi headquarters involving the criminal investigative division to evaluate and place the person they think should be on there. Fidel Urbina was nominated two years ago so we have actually wanted him to be placed on the list for the last two years, only recently to make the decision he warrants placing on the top 10 list."
Grant says Urbina has ties to the Chicago area but could be living in Durango, Mexico.
A reward of up to $100,000 is available for information leading to Urbina's arrest.
