According to Chesterfield Police Chief Ray Johnson, the accident occurred February 21, 2012 around 11 a.m. at the intersection of Olive and Creve Coeur Mill Road. Johnson said laboratory tests on Kawamura's blood showed methamphetamine in his system at the time of the accident.
