BELLEVILLE, Ill. (KSDK) - The St. Clair County State's Attorney says charges have been filed in a cold case murder dating back more than two decades.
Carlos Garrett, 51, has been charged with the murder of 16-year-old Nicole Willis.
Her body was found just a block from her Centreville home in October of 1989.
According to KSDK archives, serial killer Lorenzo Fayne, convicted of killing five other children in the area, was initially a suspect in Willis' death. He maintained his innocence, and police later said there was no evidence linking him to the crime.
On Monday, the State's Attorney charged Garrett with Willis' murder, just as he was set to be released from prison for an unrelated drug charge.
The St. Clair County Cold Case Task Force made another arrest this week. George H. Bricking Jr. has been charged with the 1995 murder of 16-year-old Christine Foster.
