Three charged with enticement of a child

ST. LOUIS COUNTY (KSDK) - The St. Louis County Prosecuting Attorney's Office charged three men--two from St. Louis and one from Virginia--last week with attempting to entice children over the Internet into engaging in sexual activity.

According to court documents, undercover officers in St. Louis County posed as a 14-year-old girl online this past January and chatted with 53-year-old Mark Moats. Moats, who thought he was communicating with a minor, discussed sex and sent her a picture of his genitalia, and later arranged to meet her for sex.

Mark Moats was charged with sexual misconduct involving a child under the age of 15 and enticement of a child. He remains jailed on $30,000 bail.

Ballwin police, posing as an 11-year-old boy, made contact with 21-year-old Steven Hector in May 2012. Police arrested Hector at a local golf course where he planned on meeting the boy for "sex acts." Investigators said Hector admitted he knew he was meeting a boy. Police also located child pornography on his computer.

Steven Hector was charged with first-degree attempted statutory sodomy and possession of child pornography. He remains jailed on $75,000 cash only bail.

In the third case, undercover county police posed as a minor under the age of 15 and were communicating online with 51-year-old Rodney Byrd of Woodbridge, Virginia between September 2011 and November 2011. Prosecutors allege Byrd exposed himself and masturbated on a web camera while chatting with the "minor."

Rodney Byrd was charged with attempted enticement of a child and remains jailed on $35,000 cash only bail.
