Terry & Victoria Smith to be arraigned in caging of autistic child

ST. CHARLES, Mo. (KSDK) - The parents of a 6-year-old child found confined to a urine and feces soiled cage in the family's O'Fallon, Mo. home will be in court for arraignment Monday.

Prosecutors have charged both Victoria and Terry Smith of Elsberry with felony child endangerment following an investigation into the December 2010 crime.

Authorities found the child in the basement of the home the family lived in on Half Moon Drive after receiving a call from the Missouri Child Abuse & Neglect Hotline.

That's when investigators found the child inside a make-shift cage made with plywood and held together with zip ties, tension straps and bungee cords.

Conditions throughout the home were reported to be in various stages of disarray and unsanitary.

Both Victoria and Terry Smith will go before Judge Daniel Pelikan to enter a formal plea to the charge.
