Bobbie Kugler faces charges of arson and manslaughter

Rochester, NY (YNN Rochester/CNN) - A New York mother is facing charges of manslaughter and arson in connection with a house fire in February that killed her four children.

Suspect Bobbie Kugler survived, but her children, aged 6 to 14-years-old, all died in the fiery inferno.

The arrest comes as no surprise to Kugler's neighbors.

"The babies, the kids were upstairs yelling and screaming and pounding on the windows. I can see that over and over like it was yesterday," said neighbor Laura Ramos.

From the moment she heard Kugler running out of her home screaming, Ramos had her suspicions.

Nearly two months later, she still does. Well before she was arrested, Ramos says she knew Kugler was responsible.

What she still doesn't understand is why she would do it.

"Four beautiful, wonderful children lost their lives and for what reason? I mean I'm sure everyone would like to know, especially the people who live here on Grape Street, you know," she said.

Jennifer Winter isn't sure Kugler intended for the fire to get out of control, but she's sure she had something to do with it.

Winter says when Kugler first moved in she was friendly, but her behavior soon became erratic.

"Why would you not go and get your kids. Why would you come outside and start bugging out. I didn't understand that," said Winter.

"The kids are in a better place because what I saw with my own eyes. The kids weren't ok in there," said Ramos.

Kugler is scheduled for arraignment on the manslaughter and arson charges Saturday morning.
