Second victim dies in Washington Park homicide

Illinois State Police are investigating a deadly shooting in Washington Park where a two-year-old was a witness.

ST. CLAIR COUNTY - Police are looking for answers after a man and a woman were killed while driving with a toddler in the car.

According to a police report, officers responded to a report of a Chevrolet Impala that had run off the road and crashed Sunday night around 9:30 at the intersection of 47th Street and Hallows Avenue.

The driver, 24-year-old Anthony J. Pannell Jr. of East St. Louis, had been shot multiple times and was pronounced dead at the scene.

A passenger, 23-year-old Amber Bieser of St. Mary, Mo., was taken to a St. Louis area hospital with life-threatening injuries where she later died. Bieser's 2-year-old son was in the backseat and was not harmed.

There are no known suspects at this time.

Pannell's father says the shooting seems to be “too crazy to be random” although he does not know why the two might have been targeted.

Pannell's birthday is this Friday. He would have been 25.
