Official looking van seen with puppy hanging out window

ST. LOUIS (KSDK) - It wasn't just another white van travelling down Interstate 70 in front of Angie Buhs on a rainy, cloudy, morning rush hour.

"I noticed a van with a puppy hanging out it was raining slightly so he was trying to lick the raindrops," said Buhs.

Then she noticed the license plate.

"It was a green rim around the license plate and it said animal control under it. There was some sort of seal or symbol. It looked like a state or city seal and it looked like the number 80 on the plate," said Buhs.

It looked pretty official to her. She couldn't believe the animal wasn't in a secure crate and the window was open.

"It didn't seem like there was much regards for this animal's safety," she said.

Buhs followed the van until the driver exited near the Broadway ramp. Then she got in touch with a woman she watched every morning, an animal advocate just like her. Newschannel 5's Jennifer Blome was on the other end. Buhs told her she'd snapped the picture of the van.

"I would like for it to be investigated to see why this happened in the first place and what can be done to prevent it," said Buhs.

5 on Your Side called St. Louis County, St. Louis City and the Humane Society. The agencies said the van wasn't theirs. We asked the Animal Abuse Task Force to help us track the license plate. Buhs last saw the puppy hanging out the window.

"I was nervous if the puppy did fall out he was going to get run over by myself or another car," said Buhs.

She doesn't know if he was stuck, he fell out, or made it to his destination.
