Hill resident worried about hazardous pool

ST. LOUIS (KSDK) - She lives in "The Hill" neighborhood, but it's not Italian food a St. Louis resident is smelling. Instead, it's the scent of stagnant water wafting from her neighbor's unkempt pool.

With little help from the city over the years, Charlotte Richardson has turned to 5 on Your Side for what she considers not just a hassle, but a health hazard.

Charlotte Richardson says her neighbor's pool has been a nuisance for as long as 10 years.

"I've contacted all the proper channels to get something done and it always ends up at a dead end," she says.

The pool, seemingly haphazardly covered by tarps, collects water. Richardson says the water sits. The smell brews. The mosquitoes breed.

"We've had some big welts," said Richardson. "These are not amateur mosquitos. They're huge."

The neighbor who owns the pool says he's disabled and cannot take care of it or afford to have it filled in.

He also says there's a submersible pump in the pool that pumps the water out. But Richardson says the pump doesn't do the job.

She's contacted the City of St. Louis several times over the years. Five on Your Side found recent complaints from October of last year and this April. Both cases online are classified as "closed," even though the problem is far from solved.

"It's an eyesore at the very least. And a health hazard to all of us, to all the neighbors," Richardson says.

Richardson believes the city is failing her.

"I think these agencies exist for the good and help of the citizens of the city and I can't seem to get any resolution," she says

A spokesman with the St. Louis Health Department tells 5 on Your Side's Mike Rush an inspector has been out there before.

After Mike Rush called, the inspector made another visit and sited the pool owner for having stagnant water and debris in the pool. He'll now have to appear in court to settle the matter.
