KSDK -- The St. Louis County Police Department is trying to locate the managers of an Overland apartment complex for allegedly locking out a number of tenants after it had already been investigated for not being up to code.

The department's Problem Properties Unit had previously contacted the managers of the Ashby Road Apartments in the 10500 block of Cinnamon Drive for previous building code infractions. County authorities were alerted Tuesday because electricity in the apartments went out, according to Sgt. Tracy Panus, a department spokeswoman. Temperatures inside the apartment building rose to 93 degrees.

The Problem Properties Unit gave notice to the apartment managers that the building had to be vacated. Management responded by locking residents out of the building without allowing them access to their belongings, Panus said.

The Red Cross is on the scene to help those individuals who've been locked out.
