NEW YORK (AP) - Cardinal-designate Timothy Dolan of New York says President Barack Obama's administration has become a serial violator of the Constitution.
Dolan, who heads the U.S. Conference of Catholic Bishops, has recorded a video urging Catholics to protest the administration's requirement that church-affiliated institutions cover free birth control for their employees.
Dolan says it's the first time the government has ever required Americans to buy something that violates their consciences.
The church opposes contraception and considers morning-after pills, which block implantation of a fertilized egg, tantamount to abortion.
Dolan notes that the Supreme Court recently rejected the Obama administration's move to intervene in churches' hiring and firing decisions. He adds, "Now I'm afraid the administration is on the wrong side of the Constitution again."
