FESTUS, Mo. (KSDK) - As soon as the 911 call came in with the words "Walmart" and "shooting," Festus Police Chief Tim Lewis said it "rained police."
"In this day and age you get a call at a store or a school, it starts raining police. They come from everywhere because we want to try to not be the next front page news story," Lewis said.
Authorities from Festus, Chrystal City, Jefferson County Sherriff's Department and the Missouri Highway Patrol swarmed the Walmart and its perimeter. Teams went and reviewed the store's security camera video in hopes of seeing the suspects.
Authorities confirm video showed the suspect and victim walking into the Walmart bathroom, followed a few minutes later by the second suspect. Chief Lewis said the suspects walked out of the bathroom first. He said the victim walked out holding his hand a few minutes later.

With the suspect's description in hand, an officer patrolling the parking lot took down the first suspect who is in his early 30's. That arrest took just 15 minutes. The second arrest occurred a few blocks away a short time later. That suspect is also in his early 30's.
"The two dangerous people who were involved in the shooting are in custody," he said. "I don't believe this was a random case."
The second arrest occurred just outside of SweetTpies dessert studio. Inside the store, the warm smell of cupcakes and chocolate-covered bacon fill the air.
It is a sharp contrast to the crime scene of police tape and handcuffs. Breanna Easter, 16, who works at the store year-round said, "I don't go to Walmart at night. I'm scared to go anywhere….It's just like…it's hard to feel safe anywhere you go. But it's part of our life now."
Festus police say Breanna and everyone in the community should feel safe. Arrests were made quickly and warrants could be issued Wednesday.
