ST. LOUIS COUNTY (KSDK) – A woman faces a felony charge for running a strip club and brothel in her Ferguson home, according to court documents.

Carmen Fluker faces up to five years in prison and $250,000 in fines on a felony charge of promotion of prostitution. The charge stems from an investigation between May 2011 and April 2014, according to the U.S. Attorney's Office for Eastern District of Missouri.

In March, St. Louis County Police Department received a tip that a home in the 400 block of Warfield Drive in Ferguson hosted nightly parties featuring the sale of alcohol and drugs, nude women dancing and private access for oral sex, private dances as well as sex, according to the documents.

An informant for St. Louis County Detective Michael Slaughter used a video recorder to record activities inside of the club, according to a detailed search warrant filed in April.

In one of the videos, Fluker discusses drink specials of the club, their costs and the cover charge. The video also captures a 16-year-old selling alcohol and acting as bartender of the club, according to the search warrant.

Fluker conducted a similar business in her Bel Ridge home in 2011, according to an earlier search warrant.

An informant tipped off St. Louis County police that a home in the 8800 block of Snowhill Court, which was owned by Fluker and her husband who is identified as Troy, was used as an after-hour social club that featured nude dancers and a VIP area for private dances. According to the Secretary of State, the residence was registered as a business known as Yes We Can Social Club.

Two informants went undercover in the club to gather information, and police provided them money from evidence to buy items, according to the warrant.

While in the club, Fluker, then identified as "Carmen Luscious," gave them a tour, sat them at the bar, and the husband Troy handed them off to a drug dealer who sold them marijuana.

In a separate incident, where the informants wore a video recording device, a 10-year-old was identified and was informing people of their food orders.

According to the warrant, police seized condoms, alcohol, and money among other items.

Fluker has previously been charged with crimes including promoting prostitution, violations of a sexual-oriented business, endangering the welfare of a child and selling liquor without a license.
