ST. LOUIS - A local champion of public housing reforms in the 1970s and 80s has died.

Bertha Gilkey set up the first tenant management association in St. Louis. Her group successfully rehabilitated the Cochran Gardens housing project and managed it for 20 years.

Gilkey recieved numerous awards and was honored by presidents Reagan, Bush and Clinton.

She died yesterday at her daughter's home in Alabama.

Bertha Gilkey was 67.
