RICHMOND, CA - Crews have fully contained the fire at Chevron's Richmond oil refinery, nearly four hours after it ignited Monday night. Chevron said in a statement the fire started at 6:15 p.m. Monday at 4 Crude Unit; it was contained by 10:30 p.m.
