Boyfriend charged in connection with murder-for-hire of pregnant teacher

Cornelius Green, a former principal who was previously charged with stealing money intended for a field trip, is now facing charges in connection with the death of Jocelyn Peters, his girlfriend who was seven months pregnant at the time.

Cornelius Green, 34, was charged with two counts of stealing $500 after an investigation found that $2,200 was stolen from a classroom where he worked.

The boyfriend of the pregnant teacher killed in the Central West End in March has been charged in connection with her death.

Peters, a third grade teacher, was found by Green in her unlocked apartment on March 24. Police said there was no evidence of forced entry.

A friend of Green, 35-year-old Phillip Cutler, was charged in June with two counts of first degree murder and two counts of armed criminal action.

According to charging documents, Green sent Cutler $2,500 to kill his girlfriend. The documents said Green picked up Cutler at the bus station on March 21, and drove by Peter's apartment. Police said Green left for an unexpected trip to Chicago the next day, but left his keys in his car, giving Cutler access to the apartment.

Police found surveillance video of Green's car on the parking lot of the apartment at around 3 a.m. on March 24, and cell phone records show that Cutler was in that area at that time, according to the charging documents.

Charging documents said Green told Cutler give his car keys to Green's estranged wife, but police interrupted that exchange and brought Cutler into custody.

Green was charged with the same counts as Cutler as well as three counts of receiving stolen property. He is being held on $3-million, cash-only bond.

Police said the stolen property charges stem from Green "disposing of what he knew to be stolen funds from a student dance group, totaling approximately $2,700.00."
